Monetra 8.6.3 released

Monetra 8.6.3 has been released to the public and is a maintenance release.
This release is highly recommended for all users of Monetra and should be considered the most modern and stable release available.

Database Schema: v4.5 (compatible with v4.0)
Fixes:
- Mastercard interchange compliance updates affecting Estimated and Final amount indicators for Tsys, GlobalPayments, Heartland, and Chase Paymentech. These requirements go into place Nov 1 2017 and is strongly recommended for all merchants and is not a regression from any prior release.
- Vantiv 610 Adjust transactions for the cardpresent=no or cardpresent=ecomm flags may not be sent correctly.
